District 20 News: Putting Pennsylvanians first in the state budget
As a state lawmaker who believes that our government should do the most good for the most people, I know that the state budget is more than just numbers on a page— it’s a statement of our values. On Feb. 4, Gov. Josh Shapiro unveiled a $51.5 billion budget proposal for the 2025-26 fiscal year. Overall, Shapiro’s proposed budget is a forward-thinking plan that prioritizes working families, education, housing, and public safety. While there is always room for improvement, this proposal demonstrates that Democrats in Pennsylvania are committed to using tax dollars to improve life for all Pennsylvanians.

District 21 News: District 21 fire, EMS companies get $146K in grants
Hello neighbors, I can’t believe March is already here! I hope you all are taking care of yourselves during some of the coldest days of the year. Punxsutawney Phil recently predicted six more weeks of winter — I’m still grappling with this reality. One of these days I’m going to have to sit down and have a chat with him.

District 1 News: HAP applications accepted until March 14
Hello everyone, I want to remind you all that applications are being accepted for the Homeowner Assistance Program (HAP) until March 14 at 4 P.M. This year, the Urban Redevelopment Authority (URA) partnered with ACTION-Housing to provide financial assistance of up to $35,000 to homeowners for rehabilitating and improving their homes within the City of Pittsburgh. The program provides grants that may be used for the following: to bring homes into compliance with City of Pittsburgh codes, to undertake energy efficiency improvements, or to undertake eligible general property improvements.

Magisterial District 05-2-42 News: R.I.P. Bethany House
In the evening of Feb. 6, my son and I both took notice of the several fire trucks that were racing past our home on the way to what for us at the time, was some unknown destination. While a fire truck or two going past is not unusual, this occurrence stood out as it lasted for several minutes and seemed to include “countless” rescue vehicles. We concluded that there must be a devastating fire “somewhere”, and we hoped that everyone was okay. In the early morning of Friday, Feb/ 7, 2025, a friend texted me with a news screenshot of a burned out structure and one simple line, “R.I.P. BETHANY HOUSE.” This prompted me to immediately turn on my television at which point the connection between the events the night before and my friend’s text became obvious. And although the news was reporting a devastating fire in Reserve Township, let’s be abundantly clear, the Bethany House was Northview Heights (NVH).

District 20 News: Four bills for a better Pennsylvania: Goals for 2025
As lawmakers embark on a new legislative session in 2025, I am already diving into tackling the issues that matter most to residents of Allegheny County, and Pennsylvanians from every corner of the Commonwealth. As a state representative since 2020, I have become intimately familiar with the challenges my constituents face in the boroughs of Avalon, Bellevue, West View, Ross Township, and parts of Pittsburgh. I’m committed to representing our communities’ values of equality, opportunity, and compassion by crafting practical solutions that focus on investing in working people, protecting the communities we’ve built, and opening doors for those who’ve been left behind. In this column, I outline four pieces of legislation I am planning to reintroduce this session that I believe will improve life for all who call Pennsylvania home.

District 1 News: Wilson examines Inclusionary Zoning proposals
Hello everyone, I want to take the time to share a few of my priorities for the Northside and District 1 for 2025. The topic of Inclusionary Zoning (IZ) is front and center for City Council. Mayor Gainey has submitted a city-wide IZ proposal to the Planning Commission, requiring developers to build 10% of their total units at 50% of the Area Median Income (AMI) or below. Full details can be found here: engage.pittsburghpa.gov/implementing- housing-needs-assessment/ inclusionary-zoning-iz. The Planning Commission is expected to vote on this proposal soon, and it will likely come to City Council in February.

Every two seconds, someone in the United States needs a blood transfusion to save their life. Despite these urgent needs, only about 3% of eligible Americans donate blood annually.

District 20 News: Rep. Kinkead looks back at 2023-24 Legislative Session
As 2024 comes to a close, it’s an important time for state lawmakers in Pennsylvania to reflect on the 2023-24 Legislative Session and begin preparing for the next two-year session. Throughout the 2023-24 Legislative Session, my colleagues and I passed 428 bills in the Pennsylvania House of Representatives and delivered billions of taxpayer dollars to improve communities across the Commonwealth. While there will always be areas in which we could have gone further, I’m proud of everything we accomplished in the legislature over the last two years and am eager to dive into another term as a state representative.
