By the time you read this, it’s likely that the state budget will have passed — but as I write, negotiations are still underway here in Harrisburg. One of the most critical pieces of the budget framework we’re working on is properly funding Pennsylvania’s public transportation systems, including Pittsburgh Regional Transit (PRT), which thousands of riders in my district rely on every day.
Transit agencies across the Commonwealth are facing rising operating costs and looming service cuts. Without increased investment, PRT and others are warning of fare hikes and reduced routes that would hit working families, students, and seniors the hardest.
To address this crisis, I’ve partnered with Rep. Jessica Benham to introduce the “Transit for All PA” Funding Package — legislation designed to provide a long-overdue, dedicated funding source for public transit agencies statewide. Introduced as House Bills 1523 and 1524, this package builds on Gov. Josh Shapiro’s proposal to increase the share of existing sales tax revenue allocated to public transportation. With this stable funding stream, systems like PRT can balance their budgets, avoid service cuts, and better serve their communities.
Public transportation isn’t the only area where I’m focused on improving access and equity. I also introduced House Bill 554 — which has already passed the House and is under consideration in the Senate — to expand access to mental health care by allowing social workers licensed in other states to practice in Pennsylvania, and vice versa. As the only degree-carrying social worker currently serving in the Pennsylvania House, I understand firsthand the challenges facing the mental health workforce. This commonsense legislation will help address the shortage of licensed professionals and ensure more Pennsylvanians can access the care they need.
Additionally, I’ve introduced legislation to protect consumers and student-athletes. House Bill 1520 strengthens protections for college athletes earning compensation through their name, image, and likeness (NIL), ensuring transparency, accountability, and safeguards against exploitative contracts.
And House Bill 1496 would prohibit price gouging during declared disasters and emergencies. During times of crisis, Pennsylvanians shouldn’t have to worry about being taken advantage of when trying to buy essentials.
